I'm not an expert on Green Day but I would think it more likely that this is played half a step down than
with a capo. Lots of versions of this posted, most with bits missing or incorrect, so I thought I'd try 
and do a more complete and accurate version.
Lots of this is played in power chords but  I didn't feel the need to put 5s everywhere, if you are playing
power chords simply ignore the m's on the F#m's.
